In Club → Staff you'll find an overview of both your current staff members as well as received applications for positions at your club. The better the personnel, the higher the wages they will generally ask for. Wages does however also depend on which job position the staff member is suited for - A coach with a certain level of ability will ask for more money than for example a doctor with the same level of ability. The ability of a staff member is the most important stat, it varies between 0 and 100, and generally, you don't receive applications from very skilled personnel in lower leagues. Motivation is also a stat that it's worth to keep an eye on - only a motivated employee uses his full ability. Experience will add a bonus to the staff member's ability, and it will increase over time.
Your most important staff member is your coach, and you'll start with one already employed. Your coach will help your players develop during training (the better the coach, the faster the development) and your players will also benefit from him during a game. You should always look for the best coach affordable. When you receive a job application from a new coach that suits you, click on the handshake-button on the bottom left to accept his application. Then select “yes“ in the confirmation dialog. Now you have employed a new coach, and his first salary is subtracted from you bank account.
It is up to you to find and employ the best personnel, but keep an eye on the weekly costs or you'll run out of money quick. You can find more information in the “Staff“ chapter.

You can fire an employee at any time.
Be advised to always employ a coach, without him the players' performances suffer - as does their training.
New random personnel can apply any day of the week. Profession, ability and salary can vary a lot.
