Dungeons and Quests

I am a SA owner not live yet, but i am searching some help...i want dungeons for my server with quests have the maps but my quests are a bit broken, so i need make something working for me can you give me advice?
in my head, i want something working like Merlis/aeldra/Elveron.

> solo, party verification for join
> ticket verification
> lvl verification
> join via panel into dungeon inside not outside
> cool down checks
> rejoin, rejoin blocking
> multifloor/stage NOT single floor
It would be also nice if it could be like separated
